I sadly have to concur that NRR is a truly dreadful system of differentiating teams on equal points (I won’t bore you with all the multiple reasons) but, thus far, no one has come up with a better one.
It must be an almost unique (and bizarre) situation that Taylor had to try to hit a 4 without accidentally hitting a six off that ball- in other words she had to try not to win off that ball, which is contrary is what cricket should be about.
An even more bizarre situation could have occurred if West Indies opponents were the other team contesting qualification and, say, the West Indies had to score a 2 and then hit a 6. So the West Indies hit the ball out to a fielder who picks it up and throws it over the boundary., thus deliberately losing the match but qualifying.

Ha, yes! Careful though, as we saw with Mr Bartlett the other day, throwing over the rope awards an EXTRA four runs on top of those the batters had run up to the point it crossed.
